摘　　要：概述了黄河下游滩区的形成原因、受灾情况和居民的收入情况,分析了滩区存在的洪水侵袭、政策不适宜、二级悬河、洪水威胁、人水共处、人水争地等主要问题,提出了按照以人为本、构建和谐社会的要求,需要重新考虑和研究新的滩区政策。The paper summarizes the causes of flood plain areas formation in the lower reaches of the Yellow River, damages and income of the residents. It also analyzes the key problems of flooding, inappropriate policymaking, secondary suspended rivers, flood threatening, coexistence of water and people and fight of people and water over land. It is recommended to reconsider and study the policy of flood plain management in line with the theme of putting people at the center and establishment of a harmonious society.
