摘　　要：2000年国家出台了《蓄滞洪区运用补偿暂行办法》,对处理蓄滞洪区运用后的群众受灾补偿和灾后重建发挥了很好的作用。黄河下游滩区具有明显的蓄滞洪区的性质和功能,几十年来,滩区的蓄滞洪功能的发挥为黄河安澜起到了巨大的作用。依照《办法》,有必要对黄河下游滩区享受蓄滞洪区政策补偿的可行性进行研究。In 2000, the Implementation Method for Operating Compensation in Flood Retention and Storage Area came into force, which plays a significant role in the compensation of affected people after the operation of flood retention and storage areas and rehabilitation after flood, The feature and function of flood retention and storage of the flood plain in the lower reaches of the Yellow River is obviously, and the functioning of flood retention and storage of flood plains has ensured the safety of the Yellow River in recent years. It is necessary to carry out feasibility study on making compensation policy for flood plain areas in the lower reaches of the Yellow River.
