摘 要:小水电是清洁的可再生能源,能有效地改善生态与环境,促进农村地区的经济发展。但是近年来小水电的市场份额逐渐减少,市场竞争力有所下降。造成这一现象的原因是小水电规模较小、输出成本较高,运行和管理水平落后,缺乏公平的上网电量和上网电价以及政策支持有限等。要提高小水电的市场竞争力,政府的政策支持和监管尤为重要。Small hydropower is a clean and renewable energy resource, which is beneficial for the improvement of ecology and environment and economic development of rural areas. However, the market share of small hydropower becomes smaller and its competitive in the market becomes lower in recent years. The reasons are small scale of small hydropower, high cost of electricity transformation, poor operation and management and unfair prices of electricity sold to grid and customer and lacking of favorite policy suppori. Therefore government support in policy-making and supervision is significant for raising the competitiveness of small hydropower in the market.
