引滦入津工程管养分离工作的实践与思考

摘　　要：根据《水利工程管理体制改革实施意见》,天津市引滦工程管理局开展了管养分离工作。介绍了试点单位在改革中引进流程管理理念、界定工作职能、建立维修养护项目库、引入竞争机制等具体做法,指出了今后引滦工程推行管养分离应注意的问题及进一步发展的方向。Separating operation and maintenance （O＆M） is undertaken by the Management Bureau of Water Diversion Project from Luan River to Tianjing, based on Implementation Comments on System Reform of Water Project Management. Specific measures carried out by pilot organizations during the reform are introduced, such as flow pass theory, defining working functions, accumulation of project data on O＆M and competitive mechanism. Issues related to implementation of O＆M in the water diversion project are pointed out for further improvement.
