摘　　要：以科学发展观为指导思想,遵循循环经济理念,提出了经济发达区域发展循环经济的规划框架和发展循环经济的支撑保障体系。以上海浦东新区为例,在对浦东新区循环经济发展现状分析及评价的基础上,设计了浦东新区发展循环经济的战略规划。Following the view of scientific development and following circular economy and eco - industry, the paper presents the circular economy plan and the support system for developing circular economy in developed eastern areas, Based on analyzing the present condition of developing circular economy in Shanghai Pudong, a strategic planning framework for Pudong is constructed.
