摘　　要：医疗质量建设是医院管理的核心。质量意识决定质量建设方向：统一思想,提高认识是质量建设的前提；服务军民,姓军为兵是质量建设的方向；以人为本,构建和谐医院是质量建设的目标。质量管理水平决定质量建设成效：健全组织,建立三级质量管理体系；完善制度,形成科学的质量考评制度；以查促建,建立多途径监控；客观公正,奖惩严明；构筑平台,加强信息化建设。医院发展水平决定质量建设高度：坚持“三基”训练,夯实基础医疗质量；重视人才培养,提高整体技术水平；加强学科建设,打造特色技术品牌。Medical quality construction is the core of hospital management. Quality construction direction is determined by quality awareness, so the premise of quality construction is enhancing cognition, the aim is providing services for both armed force and civilian, and the ultimate destination is building harmonious hospital. Quality management level decides effect of quality construction. So we should perfect the organization and set up three grades quality management system, consummate the system and form scientific quality evaluation system, establish monitoring system, construct objective, equitable and strict discipline, provide platforms and reinforce informatization construction. Hospital development level decides altitude of quality construction. So we should persist in ＂Three Fundamental Techniques＂ training and insure elementary medical quality; pay attention to the cultivation of staff and improve whole technique level, develop subject construction and create distinguished techniques brand.
