村民自治和谐环境的构建

摘　　要：我国村民自治在经历一定时期发展之后,出现了很多困境,其中,农村社会控制环境不良是极其重要的一个原因。为促进我国村民自治的进一步发展,就必须创建良好的农村社会控制环境,并切实做好四个方面的工作:强化农民素质教育,为实现适度的农村社会控制奠定良好的群众基础;进一步完善乡村之间的委托代理关系,逐步实现乡政村治的和谐发展;加强农村法制建设,逐步实现乡政村治的法制化;不断完善村民自治章程和村规民约,切实提高村民自治的水平。The village autonomy in our country has a lot of difficult positions after experiencing certain time development. Amony the difficult positions, the bad environmentof the society control is an important factor . In order to promote the further development of the village autonmy, we must found the good environment of the rural society control , and practically complete the following works： strengthening the quality education to the farmers,in orter to lay the solid mass base for realizing the moderate rural contral;further consummating the relates of agency by agreement in the countryside, so as to realize gradually the harmonious development of the rural politics ; strengthening the construction of the rural legal system,in orter to realize gradually administering the countryside by the law and order; consummateing unceasingly the village autonomous regulations and the agreements between the villagers, in order to raise the level of the village autonomy.
