摘　　要：在社会主义市场经济体制的建立过程中,正确认识政府在卫生经济运行中的责任,对于深化卫生改革,发展卫生事业是十分必要的。 1980年以前,我国卫生事业一般被认为是社会主义福利事业。国家对卫生事业实行预算拨款,或全额或差额等,卫生事业不以盈利为目的,医疗单位“独家办,大锅饭、不核算”,防保单位吃“皇粮”,“饭来张口,无饭伸手”;国家还建立了公费、劳保、合作医疗等福利性制度。在社会经济不发达、卫生资源供给能力不充足的情况下,这些政府卫生政策对保护、Government duty must be strengthened for socialist market economic system construction providing the guarantee of social productive forces. 1. To strengthen health legislation; 2. To enhance health input; 3. To enhance government supporting to health sector on policies, 4. Government to exercise sufficiently administration duty, to perfect resources' distribution, to adjust industrial structures, to make further clear ana strengthen the duties of government macro administration on health sector; 5. Tstrengthen the health consciousness of whole peo; le, to enhance propaganda intensity and range, to establish the health work systm with the basic characteristics of government responsibility and mass participation, sector coordination and legal protection, and to set up the financial channels and operational mechanism suited for socialist market economy.
