江苏省耕地递减问题的数量经济分析

摘　　要：通过标准公顷、耕地供给质量化指数等同度量分析的方法,将千差万别的耕地放在能够同度量的参照系内,进行更趋合理的定量分析。本文首先利用标准公顷和标准公顷常数阐述了江苏省耕地面积递减的严重性,然后通过人均实际公顷和人均标准公顷的对比分析,剖析了江苏省人地关系紧张的内涵,利用耕地供给质量化指数揭示了江苏省耕地质量变化的趋势,最后依据江苏各市标准公顷、人均标准公顷和耕地的供给质量化指数,区分情况提出了有差别的区域耕地政策。The various farmlands can be analyzed quantitatively and reasonably under the frame of reference with the same standard through the same standard method, such as the standard hectare and the quality index of the farmland. This paper firstly sets out the serious situation that farmlands are decreasing in Jiangsu province through standard hectare and the standard hectare constant. Secondly, the authors analyze the connotation of the tight relationship between the human and land in Jiangsu province by comparable analysis of the factual hectare per person and the standard hectare per person. The tendency of farmland quality is also analyzed through quality index of the farmland. Finally, the authors come up with the discrepant territorial policies respectively according to the standard hectare of cities in Jiangsu province, the standard hectare per person and the quality index of the farmland.
