中国油气资源与可持续发展战略的思考

摘　　要：本文介绍了可持续发展有关知识和总体要求,阐述了油气资源与可持续发展之间的相互关系,分析了我国油气资源可持续发展面临的形势。在综合分析的基础上,提出了油气资源可持续发展的战略。战略选择主要有国内油气长期稳定供应战略、国家油气资源储备战略、油气资源全球化战略、油气资源节约战略、拓宽油气资源勘探领域的技术创新战略、可持续利用的油气资源替代战略、油气资源勘探开发与生态环境协调发展战略。The oil-gas resources is a basis for the national sustainable development, also an important factor for comprehensive national power and national safety. So realizing the sustainable development of oil-gas resources is very significant for the national strategy. The stable supply for oil-gas resources can promote and safeguard the sustainable development; and the exploitation and utilization of oil-gas resources must meet the needs for the sustainable development. This paper introduces some knowledge and general needs for the sustainable development, expounds the relationship between the oil-gas resources and sustainable development, and analyzes the present situation of oil-gas resources in China. On the basis of comprehensive analysis, the sustainable development strategy for the oil-gas resources in China has been put forward. The strategic choices mainly include long-term and stable supply for national oil-gas resources, national stockpiles for oil-gas resources, globalization for oil-gas resources, economy for oil-gas resources, technical innovation for broadening the exploration field for oil-gas resources, substitution for the sustainable utilization for oil-gas resources, and harmonious development between the exploration and exploitation for oil-gas resources and ecological environment.
