戍边屯田等政治措施对海南岛文化发展的促进作用

摘　　要：海南岛文化的发展除了受海岛独特区域地理环境、行政建置变更、移民等因素的影响外,也多因国家政治措施的变更而产生不同影响。历代王朝戍边屯田等政策的实施,作为重要的治理手段和开发方略,在漫长农耕文化时期,通过农业经济的发展,对中原文化(如农田水利技术、建筑技艺等)在海南岛的传播和扩散起到积极的促进作用,并对海南区域文化的形成产生启迪和推动意义。文章探讨了历史时期戍边屯田及现代农垦等政治措施对海南文化发展带来的影响,以期对海南岛屿型区域文化的生成和发展寻求历史期开发政策措施方面的依据。The development of Hainan culture was influenced by some factors, such as island＇s idiographic geology environment,, the altcmation of the administration organizational system, immigrant, bureaucracy demotion and so on, however, under some conditions, the alternation of nation policy also brought some quite different influcnce, s. The alternation of the administration organinzational system was the embodiment of the government＇s recognition of exploiting Hainan, the advanced cultures come in for the trans-migrant coming from mainland which put an energy of long standing into historic cultures of Hainan, and many demoted min- isters took an important part in the process of culture edifying and advancing. In the past dynasties dominated by cultivation culture, the actualizing of the policies of garrison and exploitation policy was an important measures of monitoring and stratagem of development, which had an active effect on spreading and diffusing of mainland culture in Hainan, such as agriculture irrigation and architectural technology and so on, by the land exploitation and the development of agriculture economic. The actualizing of the policies of garrison and exploitation policy promoted the development of agriculture, solved the problem of food supplies, made the society of Hainan stabilization, enhanced the learning and intercommunion among different nations, changed the agricultural land use and distributing structures, and accelerated the development of society, took an important part in the evolution of the culture at Hainan Island. This paper focuses on the influences of garrison, exploitation and contemporary agriculture policy on Hainan culturd development during a long cultivation culture period, to get some historical exploitation policy support for explaining the forming and development of Hainan insular regional culture.
