广州推进社会主义新农村建设的研究

摘　　要：首先探讨了社会主义新农村建设的内涵,并分析了广州推进社会主义新农村建设的实践和成效,指出其存在的难点和问题,进而阐述了广州推进社会主义新农村建设的战略要求和战略思路。最后指出广州推进社会主义新农村建设的“十一五”规划的政策要点。This article discusses the conotation of ＇Building a New Socialist Countryside＇, analyzes the practice and performance of ＇ Building a New Socialist Countryside＇ in Guangzhou, pointing out its diffi- culties and problems. Further-more, it expounds the strategic requirement and thought for ＇ Building a New Socialist Countryside＇ in Guangzhou. Finally, this paper believes that the policy essentials of 11th ＇ 5 Year Plan＇ for ＇ Building a New Socialist Countryside＇ in Guangzhou include ： （ 1 ） adjusting national income distribution and breaking through fiscal policies to support agriculture and rural financial policies （2） adjusting urban-rural resources allocation and perfecting labor and land market administration; （3） adjusting urban-rural public-product supply-pattem and reforming rural infrastructure and social service construction; （4）improving agricultural modemization level with the industrial management notion; （5） deepening rural reform and eatablishing ensurance system for ＇ Building a New Socialist Countryside＇ .
