摘　　要：分析了城市公共管理与服务的现状、存在问题及改善需求,阐述了依托信息通信技术实现政府监督协调、企业规范运作、市民广泛参与的城市管理新模式,强调在政府、企业、市民良性互动的基础上,提供优质的公共产品和公共服务。通过对北京市信息化城市管理系统的剖析,着重描述了信息化城市管理系统的主要建设目标和功能,并对其应用和推广前景进行了展望。Analyzed the status quo of city management and public services, its challenges and opportunities. ICT enacted new GBCP city management model was analyzed. The emphasis is put on the sound interaction among government, enterprises and citizens for providing high quality public goods and services. This paper also analyzed the application of the GBCP model in the Informationization City Management System in Beijing, the goal and the function of the system.
