自然资源型区域经济和福利协调发展的特点探索——中国榆林市与科威特经济、福利发展的比较

摘　　要：本文通过榆林市与科威特经济、福利发展的比较,探讨了自身资源型区域经济和福利协调发展的特点。就榆林市产业发展来看,目前的问题是中央与地方产权平衡与管理问题;中央对地方的环境补偿援助平衡问题;地方可持续发展经济激励问题;地方群众“根”文化教育与崛起问题。Yulin city, China Shaanxi province, and Kuwait are all natural - resource based economy area, but some nature differences - Yulin is only at a starting stage of resource economy and its reserves are lesser. By comparisons of the economic performances between the two places one can learn that Kuwait, through the funds of exploring, is more effective for its sustainable. The different property rights affect the effectiveness too. The license of exploration with limitation for time, not for quantities of the resources, like China Yulin, is less effective for the use of resources. The current planned game equilibrium between the central and local governments for resources＇ exploring in China Yulin is disadvantage for local environmental protection and, thus, the sustainable development. GNP being much less than GDP in Yulin is worth thinking. The measure of environmental compensation, which is designed irrelative with price index, is another question. The suggestions for industrial policy are that industrialization process should be promoted by a unified plan of government with proper finance aids to allocate the resources and the revenue balances, and that innovation incentives should be done with economic means through market, and so does the industrial ecologilization. For Yulin＇s further developing, the main to do should concern the balances of property rights and their management between the central and the local, the balances of finance aids to the local environment, the economic incentives,to local decision- makers for sustainable development, and the arousing and the cultivation of the philosophy of ＂root＂ cultural.
