摘　　要：在分析用户需求的基础上,介绍了办公自动化系统的结构设计,最后介绍了底层管理模块的八大功能子模块。3P and database technology were utilized to develop the transparent administrative system, This system was one part of ground floor in OA system, and it was a summary of OA systematic generality at present. The storage and exchange of the data between the ground floor and applying floor could be realized but it did not have the function of operation in detail, and it was the second time developing platform of intact OA system. Basis of this platform, all kinds of OA systems could be swiftly and flexibly developed to satisfy the various kinds of demands and make the customization of OA become easily and abundant.
