摘　　要：随着组织机构的健全以及经济、政治、文化互动的全面展开,上海合作组织建立了比较完善的制度,形成了以“上海精神”为核心的共识。从地区主义的视角来审视,上海合作组织已经具有地区主义的特性,逐渐成为国际体系中一个“地区”层次。With its organization perfected and the all-round activity of economy, politics and cultural interaction carried out, Shanghai Cooperation Organization is well served with an institution and a common recognition of ＂Shanghai Spirit＂. From the perspective of regionalism, it has formed the characteristic of regionalism and reached the level of ＂region＂ in the international system.
