摘　　要：目前的PSTN网络难以提供用户需求的新型、多样性、个性化的业务。文章通过对传统窄带交换技术和软交换技术进行比较,得出采用软交换技术的优越性。因此,建议澜沧江水电公司的行政通信系统采用软交换技术,并对澜沧江水电公司的软交换网络进行设计,对用户接入、IP地址分配、业务、网络地址穿越、网络安全性等问题,提供了详细的解决方案。At present, PSTN network can＇t offer the new type, muhiformity and individuation services for users. This paper compares the traditional narrow-band exchange technique with Soft-switch technique, elicits the superiority for adopting Soft-switch technique. This paper suggests that the administration communications system of Lancang river hydropower company adopts the Softswitch technique, and the scheme of Soft-switch network for Lancang fiver hydropower company is designed too. This paper provides the detailed solutions such as subscriber access, IP address allocation, services, network address crossing, network security etc.
