摘　　要：本文重点研究信息政策法规在网络信息资源配置中所起的作用。分三部分,第一部分介绍了国内外网络信息政策法规的制定情况;第二部分对信息政策法规作用的特点及适用性进行了分析;第三部分研究了信息政策法规在信息资源配置中所起的作用,最后提出有中国特色的信息资源配置的法律规范体系的内容。This paper focuses on the function of information polices and regulations on Intemet information resources allocation. The paper has three parts： the first part introduces the information polices and regulations of China and foreign cotmtry; the second part analyzes the characteristics and applicability of the function of information polices and regulations; the third part discusses the function of information polices and regulations in the information resources allocation.
