摘 要:1802年,英国议会通过了世界上的第一个工厂法。在此后的若干年间,英国议会又陆续通过了一系列的法律对童工劳动做进一步的限制,其适用范围逐渐扩大到所有的工厂工人。英国议会之所以制定工厂法,主要是为了改变当时工厂使用童工混乱无序、劳动时间长强度大、工作条件恶劣、工伤事故频发以及由上述因素导致的工人罢工、社会风气恶化等。探究英国工厂立法产生的背景对处理社会转型时期产生的一些问题或许会有所启发。In 1802, the British Parliament passed the world's first factory law. During the following years hereafter, the British Parliament again passed a series of laws to lay further limitations on child labor, with their applicable scope expanding gradually to all factory workers. The intention of the British Parliament in adopting the factory law was mainly to eliminate the chaos in employing child labor, to shorten working time, to improve working conditions, to reduce industrial injuries, and reduce the numbers of strikes and improve social order derived from the above. Probing into the background of the early England factory law may offer certain enlightenments to deal with the issues given rise to during the period of social transformation.
