欠发达地区基层政府治理创新与发展——基于西部少数民族地区的实证分析

摘　　要：政府在促进欠发达地区的经济在健康的道路上发展过程中,起着非常重要的作用。目前,民族地区地方政府传统政府管理模式存在着民族角色模糊,管理体制不够完善,官员素质较低,地方政府利益机制不规范等问题。因此,必须重新界定政府职能、加快体制改革步伐,培育公共管理主体、强化政府服务理念,提升政府官员素质,才能更好地发挥地方政府在促进民族地区社会经济发展的作用。Government plays a very critical role in the promotion of economic development in minority district in the west of China. How to govern and take governance measures have a direct and indirect influence on economic development. At present, there are some problems of the administrative model of local government in minority district： the role of minority is unclear, the administrative system is not perfect, the qualities of governmental officials are relatively low, benefit mechanism is unregulated. Therefore, it＇s urgent to define the government＇s role, quicken the step of system reform, cultivate the organization of public management, strengthen the notion of service, improve the officials quality, Only by doing these can we better develop the functions of local government in promoting the economy and social development in minority district.
