摘　　要：为解决政府财政资金在公共基础设施建设上投资不足,世界各国普遍采用BOT和PFI这两种项目融资模式来吸收民间私人资本进行公共基础设施建设。本文从任务目标、组织机构、运作程序、适应范围等方面对两种模式进行了比较研究,分析了两种模式的优缺点,指出PFI在我国运用的可行性,并提出应用PFI模式的几点建议。To resolve the insufficiency of funds to invest in public infrastructure, all the country use the project financing models of BOT and PFI to absorb private capital for public civil infrastructure. In this paper, the new project financing model of PFI is compared with another model of BOT from the task ,organizing structure and operating-procedure. It also explains their advantages and disadvantages, the feasibility in China. It also gives some advice on application of the PFI model in China.
