摘　　要：“十一五”规划《建议》是以胡锦涛同志为总书记的党中央提出科学发展观重大战略思想后编制的第一个五年计划,这个规划建议通篇贯穿了邓小平理论和“三个代表”重要思想,它不仅具有重要的经济学、社会学意义,而且具有重要的执政学意义,它对中国共产党的执政民主、执政能力、执政方式、执政思想、执政理念和执政基础等有创造性的发展,将有力地指导中共在二十一世纪的执政实践。The eleventh-five-year-plans suggestion was the first five-year-plan to work out after the Party Central Committee taking Comrade Hu Jin-tao as General Secretary proposed a significant strategic thought of the scientific development concept. This plan strung Deng Xiaoping＇s Theory and the important thought of ＂Three Represents＂ together from beginning to end. It had a creative development to the Party ＂s ruling democracy, the ruling ability, the ruling way, the ruling thought, the ruling idea and the ruling foundation and so on. It will forcefully instruct the ruling practice of the CPC in the 21st century.
