中央水利建设基金在黄河防洪减灾中的作用

摘　　要：中央水利建设基金(防洪部分)具有投资规模小、见效快、效果好的优点。黄河水利委员会结合每年汛前检查情况,利用中央水利建设基金应急解决堤防、河道工程、涵闸等存在的度汛隐患,使水毁工程得到了修复,防汛料物得到补充,其他防洪非工程措施得以完善,进而提高了工程整体抗洪能力。中央水利建设基金在黄河防洪减灾中发挥了其他资金所无法替代的作用。The central construction fund for water resources （flood control section）, which has the advantages of small in amount, fast in implementation and good in benefit, has played very important role for the flood control of the Yellow River. By using this fund, the weak parts of flood control structures were rebuilt on time, flooddamaged engineeriug repaired and emergency-repairing schemes implemented. Aud also, flood control material storages were recharged. The related systems of non-structural measures were rebuilt. Then the overall ability to against flood was improved. So, the function of the fund is key to the Yellow River flood control.
