摘　　要：长江源区的调水,绝不能是单一黄河委员会组织规划实施的事,也不仅是水利、水电部门的事,而应该是地质、地震、气象、地球物理、资源、环境、经济、民族、文物、旅游、国防等各部门共同研究、讨论、规划的大事,更是全国人民参与建立公共规划论证体系的大事,必须实现全社会参与、科学决策、人民监督。我们不能总是只喜欢搞新工程,上开源工程,做看得见的工程,而不重视节水、挖潜。The organizational planning and implement of water transfer from the source area of the Changjiang river is in no way only the business of the Yellow River conservancy committee and the departments of conservancy and hydroelectricity but also studied,discussed and programmed together by the departments of geology,earthquake,weather,physical geography,resource,environment,economy,nationality,cultural relic,tour,national defense and so on,even more the affairs of state that the whole nation participate in to build up the system of planning and demonstration,so it must needs to be participated in by the whole society and decided by science and supervised by the people.We should not be wild about the new,the raise income and the visual project,in the meantime have no regard for water saving and tapping the latent power.
