摘　　要：所构建新测算方案包括:一是基于文化体育传媒财政拨款回归方程、各地区文化体育传媒初级分配系数和各地区上年度实际文体传媒财政拨款、财政拨款平均增长率构建的测算方案;二是在方案一的基础上将文体传媒财政拨款占财政支出的比重作为综合调整系数纳入的测算方案。The new estimation program includes two parts： 1. It is based on the regression equation of the fiscal appropriation, the preliminary distribution coefficients and the last year＇s actual fiscal appropriation for the cultural and sports publicity and the average appropriation growth. 2. Based on part I, it takes the proportion of the fiscal appropriation for the cultural and sports publicity in the whole fiscal expenditure as the integrated adjustment coefficient in the estimation program.
