摘　　要：现行信息政策法规在网络信息资源建设与配置过程中发挥着诸多积极作用,但其自身仍然存在着某些不足,从而导致效率低下问题。文章在借鉴美国信息资源管理政策法规成功经验的基础上,对我国《电子签名法》、《政府信息公开条例》等政策法规进行了系统深入的研究,从而提出相应对策,以提高网络信息资源建设与配置中的政策法规实施效率。The present information policy and regulations are displaying many positive roles in the network information resource construction and the location, but its oneself still has certain insuffieiencies, thus causes the low-efficiency question. This article, based on the profits from the success experience of the US information resource management policy and regulations, conducts the systematic and thorough research to our country ＂Electronic Signature Law＂ and ＂Government Information Public Rule＂, thus proposes the corresponding countermeasure to enhance implementation efficiency of the policy and regulations in the network information resource construction and the location.
