摘　　要：水资源在当今国民经济生活中居于不可替代的地位，而对水资源内涵的界定却多有不同，本文分析了水资源概念发展和产生歧义原因，并指出在现代开发利用情势下水资源内涵应被赋予的涵义。The water resources can not be substitute in national economy and in daily life, but the meaning of water resources has a great variety of meanings. The advance of the water resources concept was analyzed, the different understands studied, and the meaning under the modern times also researched in the paper.
