摘　　要：针对煤矿事故应急预案,基于煤矿局域网环境开发了矿井应急资源管理、预案演练和救灾辅助指挥系统,该系统通过信息管理子系统实现对应急管理机构、救援物资、救护装备的自动化监控与管理;通过预案演练子系统不断提高煤矿的安全管理、应急响应和安全培训的效果;通过实时救灾指挥子系统辅助指挥员启动预案,提高应急救援响应的能力。通过在木城涧煤矿应用的实践证明,本系统已经成为矿井应急资源管理、预案演练和救灾辅助指挥的重要手段。On the base of mine accident emergency scheme, a management information system for managing of mine emergency resources, practicing of mine emergency program and commanding of emergency rescuer is developed and operated in mine intranet. The sub-system for managing the mine emergency resources is automatically monitoring the situation of rescuer personnel, rescue materials and rescuer equipments in daily. The sub-system for rescue schemes practice is usually used to improving the level of mine safe management, personnel safety training, safe production consciousness. is put into use and aided the leaders to improving the designed program when a mine hazard is happened. The an important role in the managing of mine emergency commanding of emergency rescuer of the mine. And the sub-system for emergency rescuer commanding response and decision-making ability according to the system is operated in Muchengjian Coal Mine and plays resources, practicing of mine emergency program and
