摘 要:针对水利水电工程建设中的评标问题,建立了多层次模糊评标群决策模型,模型充分考虑到评标过程中的模糊性,以及评标专家对于水电工程建设的经验知识,采用定性分析和定量分析相结合的方法来解决评标决策问题,由此建立了评标指标体系,采用基于互补原理的二元对比法确定指标体系的权重向量,用群决策集结方法去综合各位评标专家的判断结果。实例以大型引水工程建设来说明模型的可行性,结果表明,多层次模糊决策方法适合于解决水电建设工程的评标决策问题。To solve complex water conservancy project bid evaluation issue, Multi-Layer fuzzy decision making framework was presented. Considering the fuzziness involved in bid evaluation process, this decision making framework integrates quantitative analysis as well as qualitative judgment of decision makers, it takes fully advantage of decision maker's sophisticated knowledge and rich experience on water conservancy project. Bid evaluation index and its structure were discussed. Based on pair-wised comparison, weight vector of the bid evaluation index was also determined. This decision framework proposes a group opinion integration method to synthesize evaluators' judgments. A case study of a channel project contractor evaluation is taken as an example to explain the practicability of this decision making framework, which is an efficient model to deal with water conservancy project construction bid evaluation.
