摘　　要：生态农业建设是复杂的系统工程,不是能够孤立地实现的。生态农业的职能在农业内部系统良性循环与外部环境良性循环的共同作用中生成。黑龙江生态农业建设呼唤完善的法制环境,要求实现生态文化、生态社会。The construction of Ecological Agriculture is a complicated systematic engineering. It could not realize independently. It can be only grown and developed under the combined action where inner and outer of agricultural circulates both well. Heilongjiang Ecological Agriculture needs well developed legal system circumstance, demands Ecological Culture and Ecologicall Countryside Society.
