摘　　要：一个成功的UMTS网络规划，可实现多重目标，即无线网络可以以规划时的保证业务优质提供服务，业务按预期的服务质量和容量展开，同时可以做到优化网络投资，最大化网络收益，尽快收回投资。作为网络设计的前期准备工作，网络规划越细致．越完善，投资估算将更符合未来的网络实际，网络设计的基础将更扎实。A successful UMTS network planning can achieve multiple objectives, namely, wireless networks can provide services based on guaranteed SLA （Service Level Agreement） during planning phase; Service is rolled-out with the expected QoS （Quality of Service） and capacity, and meanwhile the network investment can be optimized with network profit maximizing and investment getting pay-off quickly. As a preparatory work for the network design, the more detailed and more comprehensive the network planning is, the more the investment estimation will be in line with the actual situation of future networks, and the more solid the foundation of network planning will be.
