摘　　要：建立现代社会保障制度应当明确社会保障的目标性原则。目标性原则不仅应当对社会保障建设具有宏观的指导意义,更应当在各项制度建设过程中具有现实的可操作性。现代社会保障制度应当以国民最低生活水平原则和恢复劳动能力原则为其目标性原则。During establishing a modern system of social security, we should make the objectives principles clear. The objectives principles should not only build a macro guidance, but also be in the process of building a realistic operational. Modern social security system should take the principle of be national minimum standards and the principle of the restoration of capacity to labor as the objective principles.
