摘　　要：中国共产党十六届四中全会首次提出的构建“社会主义和谐社会”的理念,符合我国社会经济健康发展的基本要求。然而,长期以来形成的城乡二元结构,自然条件恶劣及经济制度不完善等,造成贫困人口的大量存在。构建和谐社会,把消除贫困作为一个长期的社会目标,通过经济增长及社会保障制度的完善,帮助贫困人口走出贫困,无疑具有战略性意义。The notion of the construction of ＂harmonious socialist society＂ first put forward in the 4th plenary session of the 16th CPC Congress fits in with the basic requirement of the healthy social and economic development of our country. However, things like the dual structure of town and country that have been formed for a long time, sinister natural eondition, and imperfect economic system have caused the multitude of poverty-stricken population. It is of strategic significance to construct a harmonious society, hold the elimination of poverty as a long-term social objective, help poverty-stricken population get out of poverty through economic increase and social security system.
