摘　　要：科学发展观作为一个系统的发展指导思想,与和谐社会一样,都要求协调人与自然、人与人之间的关系,从法律角度看,无论是人与自然,还是人与人的关系,本质上都是一种法律关系。因此,科学发展观的落实与和谐社会的构建都离不开法治。As a systematic guiding ideology, scientific outlook on development is the same as harmonious social and both of which demand coordinating the relationship between human being and nature and the relationship between human being. From the aspect of law, regardless of the relations between human and nature or the relations in the human beings, it is a legal relationship essentially. Therefore both the realization of scientific outlook on development and the harmonious social construction can not go with out the rule of law.
