摘　　要：目的分析2004年全国新型农村合作医疗资金使用与分布是否合理。方法利用卫生部2004年全国新型农村合作医疗资金使用与分布统计数据,对农村合作医疗资金使用等指标进行可比性分析。结果全国93．03％的农村合作医疗资金支出用于住院和门诊费用的补偿,但支出总额仅占筹资总额的65．78％,资金结余过多;每千参合农民住院补偿平均28次,门诊补偿平均519次;农民补偿比例较低,补偿资金流向不够合理。结论资金使用应符合“住院补偿为主、门诊补偿为辅”的原则,避免过多资金的结余。要将资金最大限度地用于农民,合理引导分流病人,控制医疗费用,提高新型农村合作医疗资金使用效率。Objective To analyze the allocation of new rural cooperative medical system （NCMS） fund in china in 2004. Methods Based on the statistical data from Ministry of Health of People＇s Republic of China, we analyzed the comparable indexes on fund allocation of NCMS in 2004. Results Totally, 93.03% of the NCMS fund was used for compensation on medical expenses of inpatients and outpatients, while the total expenditures accounted for 65. 78% of the total financing and the surplus fund was ovemuch. The average compensations time on inpatients from every thousand peasants participating in the NCMS was 28 and on outpatients was 519. The proportion of compensation was low and the compensation fund allocation was hardly reasonable. Conclusion The allocation of NCMS fund should follow the principle of ＂compensation on inpatient as the main, compensation on outpatient as the supplement＂ and avoid excessive surplus of fund. We should use the NCMS fund in peasants as much as possible, guide and distribute the patients reasonably, control the medical expenditure, and improve the utilization of NCMS fund.
