退耕还林草后续产业发展中的问题及建议——以宁夏原州区为例

摘　　要：在对宁夏原州区政府有关管理部门和农户进行走访调查的基础上,依据资料和数据总结了原州区退耕还林草后续产业发展中的5个问题:退耕和禁牧弱化了畜牧业,工业基础薄弱难以带动后续产业,新培育的后续产业难以带动广大的农户,农民文化水平低阻碍了劳动力转化。结合原州区的特点,提出了建立农林牧复合生态系统和生产体系、建设基本农田发展旱地生态农业、培育和壮大特色产业、继续加大基础教育和技术培训、坚持不懈地厉行计划生育政策等5条基本建议。According to the materials and data of investigation in Yuanzhou District from the relevant adweakened by conceding the cropland and prohibiting grazing, the weak follow- up industry can not be promoted by the current industrial foundation, the growing follow - up industry difficultly brings along the masses of peasant households, the low education level hinders the workforce transforming from rural labor to urban labor. Based on this situation and characteristic of Yuanzhou District, the paper put forwards five basic suggestions. That is setting up agriculture, forestry, and herd compound ecosystem and production system, building basic farmland and developing ecological agriculture of non - irrigated farmland, fostering and strengthening the characteristic industry, continually strengthening basic education and technology training, and unremitting and sternly carrying out the family plan.
