摘　　要：《中国-东盟全面经济合作框架协议货物贸易协议》是建立中国-东盟自由贸易区(ACFTA)的基础性法律文件,其第九条规定了保障措施。与WTO保障措施规则略有不同,ACFTA的保障措施条款在其启动条件、期限、实施形式、磋商机制和争端解决等方面均有一些特殊的规定,在解决与此相关的贸易争端时必须加以高度重视。The Agreement on Trade in Goods of the Framework Agreement on Comprehensive Economic Co - operation between China and the ASFAN is the fundamental legal documentation for establishing the China - ASEAN Free Trade Area.Its Article IX is regarding the safeguard measures within ACFTA. Compared with the relative WTO safeguards rules, ACFTA＇s safeguards article has some difference and special regulations in its condition, duration, application, consultation as well as dispute settlement, etc, which should be highly emphasized when trade dispute related to the trade is settled.
