东北三省吸引外商直接投资机制比较研究

摘　　要：吸引外商投资的机制是利益驱动机制,具体包括资源吸引机制、市场吸引机制、政治保障机制、信息影响机制、物质环境吸引机制和利益吸引机制。从机制的完善程度来看,东北三省稍有差异,大体上是辽宁省排名在前,黑龙江省次之,吉林省排在最后。黑龙江省应该扬长避短,采取适当措施进一步完善吸引外商直接投资的机制,根据自身条件制定利用外商直接投资的政策和策略,提高利用外商直接投资的社会效益,促进黑龙江省经济的发展与社会福利水平的提高。Foreign investment mechanism is driven by interests, which including resources attracting , market attracting, political guarantces, information attracting, the physical environment . From the development degree of the mechanism, a slight difference exists between the three northeastern provinces, largely is Liaoning Province, Heilongjiang Province second, Jilin Province in the last. Heilongjiang province should build on the strengths and avoid the weaknesses, to take appropriate measures to improve its mechanism of attracting foreign direct investment, to develop the policy and strategy of using foreign direct investment according its own conditions, enhance the social benefits of foreign direct investment, promote its economic development and social welfare.
