哈尔滨市县域政府投资定位的思考

摘　　要：地方政府对经济体系干预和介入的目标应是尽快实现县域工业化、产业化、城镇化。在现阶段哈尔滨市县域经济运行中地方政府和市场要有机结合才能吸引投资。通过对地方政府行为的分析,指出哈尔滨市县域政府还未能转变其“经济人”角色,政府应立足于现有生产力布局,着眼于本区的国民经济情况,采取以不均衡布局为过渡性的直接目标、以均衡布局为远期间接目标的“梯度开发战略”,将政府资金在投向上采取中短期区域倾斜政策。The intervention goals to economy of local government should be involved as soon as possible within industrialized industrialization and urbanization. Local government and market at this stage should organically integrate to attract investment for Harbin county economy. Through anadysis of local government behavior that Harbin county government also failed to change its ＂economic man＂ role, the government should be based on the existing pattern of the productive forces focusing on own region＇ s economy to take the uneven distribution of transitional direct target and a balanced distribution of the indirect goals for long- term ＂ladder development strategy＂, so it will be taken government funds in the amonnt of short - term regional preferential policies.
