政府在失地农民养老保险中责任和义务的缺失及完善

摘　　要：随着工业化和城市化步伐的加快,我国产生了大量失地农民,并引发出一系列社会问题和矛盾。这固然有其深层原因,但建立失地农民养老保险制度是解决这一问题的明智之举。然而政府责任与义务的缺失严重阻碍了建立这一制度的进程,如何发挥政府的作用?文章给出了对策建议。Along with the step out of industrialization and urbanization,a lot of land-lost farmers have been brought in China,which had aroused a series of social contradictions and problems.Although it has its reason,to establish the social oldaged pension is a good measure to solve these problems.However the lack of the government's liability and compulsory had blocked its course seriously.How to exert the government's function? The author puts forward several opinions.
