摘　　要：以哈尔滨市为例,针对城乡土地利用存在的土地供需矛盾突出、公共空间缺乏、乡村建设用地利用效率低等问题,提出坚持科学发展观,优化土地利用的有效途径,加强城乡统筹,优化土地利用格局;突出以人为本,创造宜居生活空间;坚持可持续发展,集约高效利用城市土地。Taking Harbin as an example, in terms of the contradictions between supple and demand on land use of urban and rural areas, lack of public space, low efficiency of land use for construction in villages, etc, the paper concludes that the balanced development of urban and rural areas should be enhanced and the land use pattern should be optimized by sticking to the scientific concept of development and the effective method of land use optimization, that the principle of humanism should be emphasized and the livable environmental space should be created, and that the sustainable development should be adhered to and urban lands should be used in an intensive and efficient way.
