摘　　要：非正式组织的产生与存在是一个客观的事实,它既能给行政组织以积极作用,又能给行政组织以消极影响。行政组织领导者应该正视非正式组织的存在,最大限度地发挥其积极作用,同时尽量约束或减少其消极影响。It is an objective fact that informal organizations exist in society. They may play active roles in administrative organizations or exert negative effect on them. Authorities of administrative organizations should face squarely the informal organizations, bring them into full play and check or reduce their negative effect.
