摘　　要：按照城乡统筹发展的要求对大都市区周边小城镇发展的特点进行了探讨,并以合肥为例进行了实证,提出了“规划范围上的全覆盖”、“规划目标上的城郊城外,区别对待”、“科学规划,找准定位”的发展要领,提出了落实小城镇发展的实施政策和保障机制。The unified development between urban and rural is the new development thinking and policy. In this paper the development of small towns around big city was especially coneemed. The development background and necessity of unified development of small and new towns around urban were discussed. Hefei being taken as an example, three key models,the full covering when planned, the planning distinction between the suburb and the outside of the city and their different functions and scientific planning and right location, were suggested. At last the execute policy and security system of the development of small towns were propounded.
