摘　　要：数字图书馆信息服务涉及到版权者、数字图书馆和社会公众之间的利益关系。数字图书馆既要保护作者的版权,同时也要维护社会公共利益。法律应当确立数字图书馆信息传播者的地位,确定版权的私权性和社会性矛盾的平衡点。The information services of a digital library are concerned with the interest relations between the owners of copyright and the library, or the public. The digital library should protect not only the copyright, but also the public interests. Law should give digital libraries the legal status of information propagators which have their neighboring rights. Law should also seek for the point of the balance between the private copyright and the benefit of the public.
