摘　　要：信访既是公民参政议政的特殊通道,也是弱势群体维权的有效法宝。信访是民怨的释放通道、民情的反馈渠道、民声的传声筒、民意的表达机制。实际上,惟有切实畅通信访的渠道,及时妥善地解决上访中反映出的问题,才能提升社会秩序的稳定系数,实现公民合法权益的有效保障。针对我国目前信访制度存在的缺陷,笔者提出让律师参与到信访程序中来更有利于实现信访的功能,更有助于保障信访者的权利。而信访工作的法制化则是实现律师在信访工作中作用的前提。Inquiry with letters is the special way by which the citizen attends to tile administrative affairs and the effective approach to protecting the under privileged group. It is also the system of the citizen＇ s expression, Aetually, the only way of improving the stability of the society and realizing the effective protection of the people is to keep the channel of inquiry smooth and resolve the qnestions. As to the defect of the inquiry in our country, the writers pose that it is more helpful to realize the function of the inquiry and to protect the rights of people if lawyers attend to the procedure of the inquiry. And the legislation of inquiry is the premise of realizing the function of lawyers in the inquiry.
