摘　　要：在我国的行政执法中,普遍存在基层干部和管理者放任甚至希望管理对象违法的现象,我们称之为“补锅匠现象”。这一现象产生的原因是多方面的,它不仅损害了党和政府的形象,而且严重破坏了国家有关法律的执行。要逐步消除这一现象,根本出路在于制度建设。In executing administrative law, there exists a phenomenon of pot repairing where the grass-root cadres and administrators indulge or even wish the administrated subjects to violate the law. This phenomenon not only blemishes the image of the Party and the government, but also seriously hinders the execution of the state law. The only way to eliminate the phenomenon lies in the construction of system.
