摘　　要：开放网格服务体系结构(OGSA)的出现使得原来的网格资源管理模式不能够满足要求,通过对于目前网格服务管理体系架构的三种模式进行分析,确定了网格服务管理系统的功能需求,提出了一种基于开放式服务体系架构的网格服务管理模型,为了区分用户对于服务质量要求的不同,引入了服务级别概念,保证了用户的服务质量(QoS)需求,最后构造了电子政务的网格服务管理原形系统。The emergence of OGSA represents the old management model of grid resources can not meet for the requirements of Grid. Through analyzing three kinds of Grid resource management architecture, functionality requirements are presented. Based on Open Grid Service Architecture （OGSA）, a Grid service management model is proposed, Service Level is introduced to differentiate the dissimilitude of user, thus guarantee the QoS requirements. At last, an E-Government module prototype system is built based on our model.
