摘　　要：以国家对污染物排放实施总量控制措施为战略导向,分析了上海市的污染物排放现状和环境管理结构现状;根据环境保护分级管理的原则,提出了建立污染物总量控制的目标值和分级控制目标、适应总量控制的管理运行系统等对策,以实现上海跨世纪的环境保护总目标。Taking the national measures of implementing pollutants total amount control as leading strategy, to analyze the status quo of pollutants discharge and environmental administrative structure in Shanghai; according to the principle of environmental protection management by different levels, proposed the target values of pollutants total amount control and control targets of different levels, to establish the corresponding countermeasures of total amount control management operating system, for realizing the transcentury environmental protection goal in Shanghai.
