摘　　要：新世纪中国共产党明确提出加强执政能力建设，如何提高执政能力成为人们关注的焦点，执政体制建设为执政能力提高提供制度、体制保障，能够从根本上解决执政能力建设中存在的问题。进行执政体制建设，还应借鉴和运用党执政过程中积累的历史经验教训。CCP has clearly proposed to improve the construction of administration capability in the new era. It has been the people＇s focus on how to improve administration capability. The construction of administration institution can provide the institutional safeguard for improvement of administration capability. It can also solve the problem during the construction of administration institution radically. In the process of construction of administration institution, the reference and exercise of accumulated administration experience and lesson of CCP are very important.
