摘  要:针对中型灌区建立综合评价指标体系,采用各指标改造前后的差值来反映灌区的改变程度,避免了不同灌区由于基础不同而给评价结果带来的影响;同时提出了用优属度组合方法选择由于资金不足的互斥方案的最优组合,较传统的经济净现值组合方法有所改进。The comprehensive evaluation index system to medium- sized irrigation district is set up in this article, through the differences all kinds of indexs before and after irrigation district reform,we can gaine the degree change of the irrigation district,, and thus the affection of the assessment results is avoided for the differences of the foundation facilities; as well as, It proposes the best combined problem aleut multiple ones for lack of money which using the combined subordinate degree method, It has been convinced that this method is better than the combined NPV method of the traditional,
